The Challenge

Navigating a highly complex and historically layered zoning framework (PDD) while ensuring the site design stayed within strict development allowances like permitted uses, trip limits, and infrastructure requirements. At the same time, the team had to design within floodplain conditions, which required raising portions of the site and carefully planning drainage. Balancing these regulatory constraints with practical site design and keeping the project aligned with development goals required significant coordination and planning throughout the process.
